The rural network construction and development strategy, for China Mobile in the competition to fully tap its own advantages, strengthen the core competitive power, has a certain practical significance. This article from the start of the competitive environment of the rural market, apply the use of SWOT analysis, PEST analysis and portfolio analysis and other means to analyze the strategic environment to determine the core competitiveness and competition, For the rural characteristics, put forward the, strategic program about extensive building of networks. This article put forward three kinds of development strategy of the program, respectively:1. Network strategy; 2. Service strategy; 3. marketing strategy.
