Study On Process Optimization Of Network Management Based On 2G/3G Network Convergence

2G/3G network convergence is the best way for China Mobile to maintain the advantage of network quality and market share in the transition from 2G to 3G. The network convergence put forward new demands for network construction and maintenance and thus impacts the network management process. In the economic globalization and information age, process management has gradually replaced capital and technology to become the most important factor in supporting corporate profits, so management process optimization is of great significance under the background of 2G/3G network convergence.This paper adopts the method of theory and practice combination and makes comprehensive use of literature study/questionnaire/Delphi method/theory applications and a variety of process management and optimization tools for analysis. It starts from building the overall process framework and then focus on the analysis of network management process positioning and optimization. After that we select three processes for further study and optimization. Firstly, we build the overall process framework based on the eTOM business process theoretical model and then analyze the network management process positioning and make clear of the information exchange relationship between the front-end market departments and the back-end network departments. We try to establish a market demand-oriented network-building mechanism. Secondly, we use fishbone diagram method to analyze how to build up a highly efficient process system and choose a certain mobile company for practical case study. And then we comb the company's network management process and add to 1-2-3 class process list, a total of 5 first-class processes,14 second-class processes and 45 third-class processes. Finally, we select 3 network management processes which are in poor performance to optimize using process optimization tools. We draw process drafts and explain the basic idea of the new process, the key point of process design and the superiority of new process. We put forward requirements and recommendations after process optimization in process culture/organizational security and IT system support.
