Reaserch On The Policy Of Jiangmen's Motorcycle Industrial Cluster Innovation

Now, led by the leading enterprises—DACHANGJIANG GROUP, the motorcycle industry is developmenting rapidly in Jiangmen city. The production of Jiangmen's motorcycle account for more than half of Guangdong province's and 13% of national's. Nevertheless, the further development of motorcycle industrial cluster has been held back by the competition of Chongqing,Zhejiang and Shandong motorcycle manufacturers and deficiency of technical innovation on its own. Therefore, the innovative capacity of motorcycle industrial cluster is needed to enhance in order to improve the competitiveness of cluster.From the perspective of innovation, this paper analysis the industrial cluster concept and features, the definition of cluster innovation and affecting factors, industry cluster innovation policy conten and policy tools based on the innovation theory, government intervention theory, regional innovation theory and technological innovation theory. The paper point out those factors that affecting cluster innovation, including Infrastructure, cultural, human resources, funding, technology, market and relevant government policies. Industrial cluster policy consist of national and local related policy, including industrial policy, fiscal policy, monetary policy, human resources policy, intellectual property policy, government procurement policy and other related policies.This paper analysis the motorcycle industrial cluster innovation policy of Jiangmen in the past 10 years and point out its achievements and existing problems.Those problems are defects in industry aggregation policy, factors of production policy and demand policy. The paper point out the reasons that create the problems above, that local governments dosen't realize the important of making high-level development planning of motorcycle industrial cluster innovation, the work of innovation haven't included in government performance, the government officials'duties is not clear, etc.To solve these problems, this paper point out how to perfect industry aggregation policy, factors of production policy and demand policy.The study of this paper show shtat: the innovation activities of motorcycle industrial cluster are affected by the aggregation level of industries, the supply of production factors and production requirements, so it can enhance the innovation ability of motorcycle industrial cluster by using Industrial policy, Factors of production policy, demand policy and other relevant policies.
