Research On Regional Innovation System Of Zhejiang Building Based On Industrial Clusters

Since the 1990s, the issue of industrial cluster has been the hot topic in regional economic circles. People are fond of relating the competitive advantage of industrial cluster , and even view industrial cluster as a " panacea" to the economic growth. And it can be said that the economy rise in Zhejiang Province benefits a great extent from these lots of industrial clusters. However, many traditional industrial clusters of Zhejiang have tend to decline or extinction because of the low innovation ability, which has seriously affected the sustainable development of Zhejiang economy. It should depend on the industrial cluster to build regional innovation system, which will enhance the innovation ability and core competency of the industrial cluster. The regional innovation system can promote the emergence, diffusion and application of the invention and creation, and also promote the re-combination of elements to achieve the efficient allocation of regional resources. As long as the normal functioning of the internal and without the the disturbance of fatal external factors, the regional innovation system will not disappear usually. This is not only the basic reason to build regional innovation system, but also the fundamental way to overcome the difficult position of the industrial cluster decline. Therefore, to study the innovation of industrial clusters in Zhejiang status quo and depend on the industrial cluster to build regional innovation system of Zhejiang, which has a very important theoretical and practical significance to promote the coordination and sustainable development of Zhejiang economy. First, on the basis of combing the domestic and foreign related research results, the paper clarified my own research method ,the research idea and basic framework. From the definition of the regional innovation system approach, it analyzed the basic theory of regional innovation system, the relationship between the industrial cluster and regional innovation system, and then it clarified the theoretical basis of depending on the industrial cluster to build regional innovation system of Zhejiang.Second, from the theoretical and practical aspects it demonstrated the feasibility of depending on the industrial cluster to build regional innovation system. On the one hand, reference to the domestic and foreign scholars' evaluation reports about the regional innovation capability, and combine with the Zhejiang actual situation to choose the right indicator system, and then make effective assessment about the regional innovation capability of Zhejiang. On the other hand, by analyzing the development of industrial clusters in Zhejiang, reveals the advantages and disadvantages of Zhejiang's endogenous industrial cluster. Based on this drives home the conclusion: although compared to Beijing, Shanghai,Guangdong and Jiangsu, there are still some large gaps in some areas of Zhejiang innovation ability, as a whole, Zhejiang belong to the stronger areas of the regional innovation capability in the country. In addition, although there are some disadvantages of Zhejiang's endogenous industrial cluster, it has more advantages. Therefore, it is practicable and feasible to build regional innovation system of Zhejiang depending on the industrial cluster.Third, put forward the basis concept of regional innovation system in Zhejiang based on industrial clusters. The entities of innovation is similar to the entities of industrial cluster, include corporation,government,agency,college and Scientific Institutions and so on. We can divide the system of innovation into four sub-systems. The technology innovation system that enterprises as the principal part, the intellect innovation system which the main body is the college and Scientific Institutions; the service innovation system as agency is the main body; the policy innovation system which government is the principal part. The first three sub-system is about the innovation entity such as enterprises to do in the micro-level, the last one is the government that to do in the macro-level. In this paper, we consider that if we can build up this four subsystems well, it also means that we can build up regional innovation system in Zhejiang province. When we discuss these four subsystems, we follow the same logic path, that is first to conclude the basic meanings of the four subsystems from the author perspective, and then to discuss the current situation based on the industrial cluster perspective, point out the achievements and the problems, last to put forward the countermeasures.Fourth, take YuHuan motorcycle fitting industry in TaiZhou an example to go on the empirical analysis, the industrial cluster has some same traits in Zhejiang province ,but also has different paths. When we discuss the industry of yuhuan motorcycle fitting, we follow the same logic path as last chapter, at the same time also consider the special the situation it faces, so as to make our advise more operational and hope to bring some useful reference and inspiration to other industrial clusters in Zhejiang province.
