Public Participation In Decision‐making Of Urban Planning

?With the acceleration of urbanization and increasing of the amount of urban construction in China, the Planning Bureau is facing unprecedented challenges and confusion. On one hand, all sectors of society are paying attention on urban planning increasingly; on the other hand, community sent a growing dissatisfaction with voice for urban planning. The relevant visiting cases and related legal cases are increasing year by year. The planning departments in appraisal activities are generally down the list. Though the urban planning workers are working hard, they could not gain understanding and recognition from society. Therefore, how to set a reasonable public participation channels in planning approval and decision, and to make the planning close public opinion, is an important issues in planning decision-making process.The first part of this paper introduced the development process of public participation in urban planning in the West and China, and explained the necessary of public consulation in planning and decision-making.The second part analyzed the process of planning and decision-making,? the basic factors affecting planning decisions at first, then analysis the participatory approach and characteristics at various stages corresponds to the process of the planning decision-making.The third part analyzes China's current status of public participation in planning decision-making, and the four questions such as the existence of the dominant position of absence, only one form to participate in, the key links lost, the failure influence, and related causes are analyzed.The fourth part of the paper, as an example of Jinan City, the public participation in the institutional arrangements and their implementation of Jinan City Planning Bureau was introduced. Then the use of the YangGuang Shun City, the typical case study of the general status of public participation in planning decision-making.The fifth part of the paper suggest to establish and perfect the measures of public participation in urban planning, such as improve public participation in system construction and enrich public participation in the organizational form of urban planning, sound public participation in the information security system, strengthening public participation in planning decision-making and planning mechanisms of convergence, to build public participation in urban planning appeals mechanism.
