Large-scale public projects are generally featured by long construction period, large cost input, demanding management coordination, far-reaching social impact as well as projects'comprehensive benefits. Therefore, decision-making and ethical consideration in the preliminary planning stage of large-scale public projects affect both the operation and maintenance of projects' later period and the overall social and ecological benefits of the project. It seems to be true that applying ethical values and principles into the preliminary planning stage of large-scale public projects has become one of the hot spots in ethical management research.This paper defines the connotation, characteristics and content of the preliminary planning stage of the large-scale public projects, pointing out that the main body of ethical decision-making are stakeholders who place the government as the core and conducting corresponding function analysis. Secondly, this paper tries to analyze related theories of ethical decision-making, illustrating the basic principles and theoretical basis of ethical decision-making in the preliminary planning stage of the large-scale public projects.Besides, this thesis offers an analysis of the realistic plights of ethical decision-making in the preliminary planning stage of the large-scale public projects, including the engineering ethical dilemmas that the main body of ethical decision-making encounters and the lack of external ethical decision horizon. It further indicates that the lack of self-discipline of ethical decision-makers and other external discipline systems are the the main reasons that lead to the dilemma of ethical decision-making.Based on the review of influence factors in ethical decision-making of the preliminary planning stages of the large-scale public projects, this paper attempts to select and sort these influence factors through questionnaires and principal component analysis. The results show that the level of individual moral cognitive development, individual values, all-around ethical management ability, completeness of legal construction in engineering ethics and internal supervision execution of the government are the main factors that influence ethical decision-making.By using the uncertain information decision-making method of interval number, meanwhile introducing the IA and ULHA operators, this paper establishes a comprehensive evaluation model of ethical decision-making ability in the preliminary planning stage of the large-scale public projects and tries to achieve the comprehensive evaluation on ethical decision-making ability through the example analysis.Finally, combined with the example analysis results of ethical decision-making, this paper endeavors to establish the code structure system of ethical decision-making in the preliminary planning stage of the large-scale public projects in the view of ethical decision-making plights and key influence factors in the preliminary planning process, which mainly includes moral regulation mechanism and its construction of ethical decision-makers, the improvement of external ethical realm, strengthening of organizational ethics management and the practice of engineering ethics education.
