Research Of Security Management Based On PDCA Theory And Application In "Jie-Fu-Beng" Highway Reconstruction Project

In this paper, engineering project safety management current situation between China and foreign developed countries is compared and analyzed, proposes suggest of highway reconstruction project safety management and the concept of management. PDCA circulation principle is applied to safety management and the relation between safety management and traditional engineering project of object management, quality management, schedule management, and cost management is researched. Meanwhile "Jie-Fu-Beng " reconstruction engineering project is taken as research background, the problems of this project on the safety management are mainly analyzed:(1)how to identify danger source and control risk.(2) how to establish the project's safety management system which is suitable for its own characteristics. The solutions to safety management's issues of the engineering project are proposed:this paper applies the "PDCA" cycle principle to safety management and establishes a set of safety management system in the project characteristics based on this principle. The architecture safety management schema which adapt to China national condition is proposed, through applying right principles and methods of safety management, analyzing and evaluating danger source of manufacture process and unsafe factors, establishing architecture safety prior-warnings and control system which is in the circle of goal management, removing hidden trouble in advance and taking protect measure.The security management of the engineering project has reached the expected objection, which has prized as safety civilization construction and advanced group unit in 2009.I hope the research results of the paper can be widely used in practical safety management, promotes the research of high-level reconstruction project safety management and improves implementation level.
