Peak and valley time-of-use price(TOU)is one of the most effective and direct economic measures in power demand side management,which has been widely implemented and popularized at home and abroad,and has achieved certain results.Because of the cyclical fluctuations of the economy and the constant adjustment of the industrial structure,The construction and development of smart grid and intelligent measurement system in China,users are more sensitive to the price and become more and more obvious on the response of TOU electricity price.So,it is very necessary to establish a dynamic adjustment mechanism of TOU electricity price,as well as to play the guiding role of the electricity price mechanism in time,so as to achieve the purpose of power demand side management.Firstly,according to the theory of demand elasticity in economics,this paper establishes the demand price elasticity matrix of power users,and analyzes the demand characteristics of different types of users.Based on the analysis of user's consumption psychology,the author discusses the user's demand response characteristics in the response area,and constructs the user demand model under the peak and valley electricity price.Secondly,this paper uses fuzzy semi gradient membership function to divide the peak and valley time,and establishes the user response index to modify the time interval.Based on the user demand response model,considering the constraints of the actual application,this paper establishes a single objective and a multi-objective mathematical model for the optimization of peak and valley TOU price.Thirdly,this paper describes the basic principle of genetic algorithm which is used to solve the model.Then,this paper also introduces the techniques and methods of the NSGA-II and describes the solving steps of the model.Finally,the model is verified by an example.Respectively,according to the whole social load and the classification of user load to make time interval,this paper analyzes and compares the change of the load curve of the two kinds of time division scheme,and gets the time division scheme which is suitable for this region.And then on the basis of the unified time division,The NSGA-II is used to simulate the calculation of the multi-objective time-of-use electricity price model,and a set of Pareto optimal solutions and optimal compromise solution are obtained.
