Research On The High-tech Industrialization Projects Evaluation Based On The Patent Portfolio Analysis

After the financial crisis, the global economy has not fully recovered, and each country has been positively developing strategic emerging industry to seize the opportunity in the new economic game. The central party committee and the state council take changing means and adjusting structure as an important strategy which occupies heights and creates new advantages in the new round of competition, which endowes all provinces with new historical mission improving the ability of independent innovation and the development of high and new technological industries. With the high-tech industry leading role in the growing economy and increasingly attention to hi-tech industry development by the local governments, we should pay more attention to the selection and implementation of high technology industrialization projects. Mading scientific and reasonable evaluation by constructing the evaluation model is effective for high-tech industrialization project has become present problem to be solved.Based on the existing research on the high-tech industrialization project evaluation, the paper summarized the problems such as focusing on economy evaluation, lack of technology evaluation, the single goal evaluation and lack of overall evaluation, proposed an idea of evaluating high technology industrialization projects from the view of patent portfolio analysis, and established the evaluation index system of technology strength in conformity with the patent database. At the same time, referring to the theory related to choosing leading industry, the paper constructed the patent-industry-market integration portfolio assessment model of high-tech industrialization projects. Based on the model, this paper evaluated the 10 high technology industrialization projects of Qingdao including the technical strength, industry foundation and market attractive, and put forward the corresponding development path selection and countermeasures. The empirical study showed that the patent - industry - market integration combination model can be used as an effective analysis tool for the local governments to choose and evaluate the high technology industrialization projects.
