The Study On The Effects Of The Patent Policies In Guangdong For The Development Of High-tech Enterprises

In the era of knowledge economy centered by modern high-tech and based on knowledge, it is of practical significance to perfect the protection and management of intellectual property for enterprises'technological innovation achievements. Therefore, Guangdong Province should also keep on adjusting and replenishing its intellectual property policies in that field, in accordance with its own situation. In recent years, the development of Guangdong high-tech enterprises has improved greatly thanks to the current intellectual property policies, but a big gap still exists compared with their counterparts in other countries and regions which have advanced science and technology achievements. The embarrassing conditions could be reflective in the continuously low proportion of patent application and authorization of inventions with good quality both at home and abroad, and the low ability of coping with patent disputes. Those existing problems might restrain the further development of high-tech enterprises in Guangdong, making them occupy a passive position in the international competition. Thus, the research in that field is of particular interest here, because awareness of the importance of the patent policy implemented in Guangdong province can be directly tied to the development of the related high-tech enterprises.This study centers on its research subject as follow: the effects of Guangdong patent policies for high-tech enterprises'development. The theoretical support for it would be public policy, the theory of technical innovation and motivation; while in the light of methodology, the study would be conducted by using the methods of documentary and referential analysis, regression analysis method, interviewing method and comparison method as well. The train of thought is the achievements and obstacles that high-tech enterprises have under the influence of the current patent policy in Guangdong. This study would first review the history of the patent policy in Guangdong province, and then evaluate both the positive and negative results in the high-tech enterprises with the guidance of the current policy, by means of collecting data, interviewing experts, and comparing with the patent application state in Hong Kong. At the same time, I would explore the factors resulting from the related policy and reasons for the problems according to the previous empirical study. Finally, I would elucidate some suggestions regarding how to improve the patent policy which can benefit the development of the high-tech enterprises in Guangdong. This academic study could to some extent diversify the research of intellectual property policy on the one hand, and promote the implementation of pattern application, protection and commercialization of the achievements in Guangdong's high-tech enterprises on the other hand.
