Research On The Development Countermeasures Of The Farmers' Specialized Cooperatives In Shanxi Province

With the development of market economy and the deepening of rural reform, agricultural modernization is the demand trends to adjust to market, and organized farmers, specialized production, regionalized layout, social serve is its important features. China's agricultural modernization must be achieved by nurturing and developing efficient agricultural microstructure organization. The farmers'specialized cooperatives is just meet the needs. It is a industrial organization which is not only able to keep the efficiency of farm-run, but also able to overcome the limitations of agricultural family-run. The farmers'specialized cooperatives rise rapidly in China as a key organization for developing modern agriculture and building a new social countryside. It is also a new market main-part in rural economy. It has played an important role in improving the farmers'organization degree, optimizing the agricultural structure, improving the competitiveness of China's agricultural products in domestic and international markets, developing the rural economy, increasing farmers'income and to build a harmonious society in rural areas. It is gradually being a market main part of implementing agricultural support and protection policies and constructing modern agriculture.In recent years, a variety of farmers'specialized cooperatives in Shanxi province, the pace of developing has noticeably accelerated, the number has ranked first in China, the coverage of farmers is rapidly expanding and the role of increasing farmers'income is significantly. In the development process, although we explored some good ways, and accumulated some valuable experience, but there are some problems can not be ignored. How to solve these problems better, regulating the development of farmers'specialized cooperatives in our province so that it can stimulate the farmers to get rich better, prosper rural economy and narrow the urban-rural gap has become a hot issue.In this paper, writer has used the moderns of system analysis, normative analysis and empirical analysis. Firstly writer discussed the meaning, types, characteristics and legal status of farmers'specialized cooperatives; then introduced the classic principles of cooperatives revised by International Cooperative Alliance, the "Farmer Cooperative Law" published by China, the supporting policies and regulations, and a number of important policy documents according to the actual situation by Shanxi Province. Writer surveys several parts of the province visiting the relevant departments to find out the situation of the establishment, development and operation of farmers'specialized cooperatives, and visited some typical ones in the areas. Through this combination of theory and practice studies have shown that: farmers'specialized cooperatives is a very efficient form of organization to realize the transformation from traditional agriculture to modern agriculture in the socialist market economy in our province. However , most of farmers'specialized cooperatives in our province have some problems, such as still irregular, small scale, weak economic strength and so on. For the above problems, I have made a number of countermeasures and proposals about regulating and developing the farmers'specialized cooperatives in our province, and discussed them deeply.
