Many problems about supervising systems of food safety in china has been exposed constantly because a series of food security crisis happened in recent years, although the civil awareness of food safety was improved obviously by various government measures such as establishing and improving the supervising systems of food safety continuously, strengthening the construction of legislation and standard system of food safety all - round, implementing the supervision of food quality safety strictly, and enlarging the international communication and cooperation actively.Taking examples for the supervising systems of food safety in America, our work has carried out a comparison of food safety systems between US and China and a distinguishing analysis of that from several aspects such as the main body and the function of food safety supervision, the food safety legislation, and the operation mechanism of food safety supervision and its modes.We find it may cause the redundancy of supervising function and the further resource waste if the supervising power of food safety is used by different department. Therefore, a unified administration should be established for coordinating the work among government institutions and dividing their periphery, and further improving the efficiency of supervision and management and reducing the resource waste. Also, the government and research institutes should keep the continuous criticism on the redundancy of supervising function, poor regulation and low efficiency. Furthermore, the government should make up for the shortcomings of supervising mechanism to accommodate increasingly the changing social environment and improve the efficiency of supervision and management of food safety by reforming continuously the supervising mechanism of food safety between US and China. In comparison, the fundamental systems, such as legislation, food safety standard, food risk analysis, credit system, recall system, and so on, are more perfect in America than that in China, so we should learn and take for reference. In conclusion, based on the supervising systems both USA and China, a novel supervising model of food safety has been developed in our work. At the same time, for the further study and discussion, our government should introduce the varieties supervision model to build the mixed model of food safety supervision mainly with the executive system for fragmenting supervision and the industry system for varieties supervision as supplement.
