As the supply chain environment has become more and more complicated, the traditional production behavior has to take some adjustment. Meanwhile, the process of globalization has drove the outsourcing becoming one of option of satisfying the demand of outside. In addition, consuming of massive resource and the regulations of law have made the enterprises pay more attention on returning and remanufacturing. All of those changing has caused original plan can not be carried out smoothly. This paper takes steel industry as background to considers a variety of factors of production planning.At first, we built outsourcing model based on manufacturing/remanufacturing to discuss multi-mode to meet external demand for the production plan. Manufacturing/Remanufacturing are used to meet external demand as two model, while outsourcing as means of expanding production capacity. Based on characteristic of this problem to build a suit of GA coding rule, GA was put forward to make particularity realize on coding step. Validity of algorithm was proved by the emulation experimentation. Secondly, combining of product recovery strategy, the plan and schedule of the manufacturing process is discussed to build planning model on the goal of maximizing recycle benefit. Meanwhile effective algorithm was brought forward and was proved by the emulation experimentation.Last question, which involves joint optimization of the previous two systems, developed algorithm respectively for both with limitation and without limitation on inventory. Experimental results indicate the effectiveness of algorithm.
