With the prevalence of corporate social responsibility in western country, this CSR concept has been concerned widely in both academic circles and business circles. Nowadays, the enterprise has pursued sustainable development instead of economic profit, and the operation target of enterprise has become the profit maximization of stakeholders instead of the profit maximization of shareholders. Not only does the enterprise concern about shareholders'profits, but also it takes corresponding responsibilities towards its stakeholders, which include promoting social stability and harmony while improving its own brand popularity. Our country is a socialist country and always pays much attention to labor's protection; however, due to the social and economic developing stage with Chinese characteristics, the practical situation of labor relationship in our country has been imperfect. Nowadays, the events of labor accidents and delayed payment of salary emerge in frequently, and laborers are always put in the weak position. According to contract theory and stakeholder theory, employees are one of the most important stakeholders for an enterprise and its main profit creators. Therefore, the CSR fulfillment on labor relationship is the key of keeping employees'loyalty and enterprise's continuous development, and it's also important to promote our country's social harmony.The paper's main research object was to establish the CSR motive mechanism on our country's labor relationship. The author designed a questionnaire accord with the labor relation's characters of our country based on the previous research and the interview to the HR of famous enterprises. And then a relative large survey had been held to invest the situation of labor relationship in our country. From the survey, the main reason of deficiency of CSR on labor relation had been got, which was the enterprise is lack of motivation to carry out the CSR on labor relation. Thus, it's an important way to establish a motive mechanism to improve it. The author explored the motive factors of CSR on labor relation from legality, morality and economy according to Schwartz's model of three circles. And the motive mechanism was established based on the analysis of these motive factors. At last, the situation of CSR on labor relation would be improved by operation and control to the motive mechanism.
