In the practical production, the development and exploitation of resources is under the influence and check of many factors, so it is very complicated. The low effective development ratio and effective utilization ratio is the main problem now, which could accelerated to cause catastrophic resource exhaustion. In 2002, Xiao Chenghe introduced a developmental strategic control model of non-renewable resources, with; non-renewable effective development ratio and non-renewable effective utilization ratio.Based on these above, the thesis comprises some pieces of works just as follows:(1) By analyzing the model of non-renewable effective development ratio and the model of non-renewable effective utilization ratio, a new model is improved under the constraint of effective development ratio or effective utilization ratio, in the meantime, the optimal control projects are given by means of maximum principle.(2) Considering to make non-renewable resources and renewable resources using together, and based on the models above, one new mathematical model is given under the constraint of effective development ratio. In order to solve problem of the mathematics model, this paper turns the mathematics model to the standard form of nonlinear programming, then makes use of a solution about the basic way of nonlinear programming and also the algorithm of intelligence control and pattern recognition.
