"Speed Preference" Of China's Economic Growth: Phenomenon, Root And Governance

After People's Republic of China was established, as a result of, many historical reasons, the economy fell behind seriously, the lives of the people were poor. In order to change this situation as soon as possible, China began the large-scale economic development. As the economic basis got better, impoverished question, the national strength, the international standing as well as other social question totally improve fast.However, because china's government only pursued fast economic growth rate, had neglected the quality of economic growth t, this kind of economic growth style, was having more and more questions, which was getting more and more serious. Although, the Central authorities gradually had realized"the speed-prefer" would harm the economy for a long term, and took certain measures to correct it; local gowernment still tried their best to get the fast growth, and even made the speed, when they can not made it honestly, because the higher authority take GDP as the main standard as before.Fast economic growth is not wong, which is also the goal all the countries pursues. The purpose we give the term of "speed-prefer" is not to oppose high, but is to oppose the high growth speed without growth quality, growth benefit, social justice and sustainable development. I will you the reasons why there is "speed-style", and the countermeasures which would lead China's economic growth to step back to healthy road.Based on the above informations, I divide the content into 5 chapters to discuss separately:Chapter 1, at first I give the meaning of,"economic development", "economic growth speed". The point is to understand the difference between"economic growth"and "economic development". This chapter emphatically discuss whether or not certain economic growth speed is fit from many angles. These angles are respectively:the economic efficiency and the economic benefit, the ecological environment, the social justice, sustainable economic growth, the economical scale, the economic growth style and the statistical system is reasonable or not. To discuss reference factors of rationality of the economic growth speed is the theory basis to judge whether China is preferable to high economic growth speed.Chapter 2, this chapter proves that China is preferable to high economic growth speed from another view, through listing plans, policies,measures government made. For example, from the sixth five-year-plan to the eleventh, the content about economy had always been mentioned firstly, in which the demand on economic growth speed had always been in the first place. From this clue,we can see that government is preferable to high economic growth speed. More obviously, after the international economic damage, the Chinese government has urgently made a series of policies and measures, to maintain the economy fast, stable growth, and the economic speed above 8%. In order to make it, the financial deficit, reducing scope and reducing speed of the loan rate, government subsidy to many product, investment in the fixed assets all made a new record in our history.Chapter 3, to analyze why China is preferable to high economic growth speed? Theory analysis in Chapter 1 and the examples listed in Chapter 2 both prove that China is preferable to high economic growth speed. But why? After People's Republic of China was established, the economy fell behind seriously, the lives of the people were poor. In order to change this situation as soon as possible, China must did its best to get higher economic growth speed. And the changes later also prove that Accelerating the economic growth is correct.Chapter 4, talking about the negative consequences of the "speed-prefer". Although we should admit the positive result of it, we also should see the negative consequences of this unreasonable development:(1)The economic growth way is short of efficiency and benefit, high investment, high consumption, but low economic benefit; (2) resources are exhausted, ecology is unbalanced, and environment suffers the huge destruction; (3)Livelihood of the people such as income, education, social security are polarizing badly; (4)The economic growth structure is unreasonable, outside demand and the domestic demand, the investment and the expense are seriously imbalanced; (5) The corruption of government is serious, department production accident in mine happens frequently. Chapter 5, Puting forward practical and the target-oriented policy proposal, including:(1)Correct and reform the political achievements inspection system; (2)adjust economic structure, promote coordination of domestic demand and overseas demand, the investment and the expense, the areas, the city and countryside as well as the government expense and citizen expense; (3) Implementing independent environment evaluation system, protect environment and Ecology; (4) Reform and consummate the statistical system, prevent making fake numbers; (5) Strengthen the political reform, construct social stability mechanism.The main attributions of this thesis are:(1)paying attention to not only existing damages, but also latant threat; (2)Research deeply reasons behind China's economic-growth-speed-prefer; (3) Giving a series of reference factors to judge China's economic growth speed is whether reasonable or not.There are some deficiency because of writer's knowledge scarcity and time limit. The writer also hope that the supervisor could criticise and revise this dissertation in order to further improve this research.
