According to China's railway long-term development plan and the requirements of transportation in the 13th Five-Year Plan,China will build a "Eight Vertical and Eight Lateral"high-speed railway networks.In order to promote the new technologies of high-speed railway and the utilities of new equipments,attract more passengers,expand the share of railway transport in the passenger transport market and protect the surrounding environment of high-speed railway,It is.necessary to evaluate the safety,economy and environmental protection of high-speed railway operation,and to define a reasonable and scientific forward-looking optimal operation speed based on the evaluation results.This paper compare the current situation and analyze the development trend of all kinds of high speed railway in developed countries by analyzing and combining with the domestic and foreign scholars on the research of optimal high-speed railway in detail.This paper divides the operational mechanism of high-speed railway into three parts:firstly,the safety of high-speed railway is considered from the aspect of high-speed railway operation enterprise;Secondly,the economic benefits of personal travel are considered from the traveler's aspects;Thirdly,the public interest and high-speed railway operations on the surrounding environmental problems are considered from the aspects of government departments.Through the three operational mechanisms,the relevant evaluation indicators are extracted from the operational speed.Classification and reference to the relevant norms,standards and statistical principles to quantify them one by one,Based on the aspects of safety,economy and environmental protection,the high-speed railway operation assessment linear models are respectively established with combining qualitative and quantitative.Then,according to the analytic hierarchy process,information entropy theory and delphi method,the weight of the indicators in the assessment modeleach are determined.Through the calculated evaluation values,the corresponding optimal operating speed can be coupled or selected.Finally,the integrated optimal operation speed of high speed railway is obtained though comprehensive analyzing the three types of operating speed.
