For some time, no big easily extractable oil fields with rich reserves have been found. This is an omen of oil's drying out. It becomes a problem which cannot be ignored how to create more economic effectiveness by making use of oil resources. So it is necessary to optimize oil plays'operation to realize planned oil exploitation. As the operation of an oil play refers to multi-stages and multi-decisions, it is extremely significant to solve petroleum enterprise inter-period optimization problems.This article, which sets up mathematical models base on the theory of dynamic optimization, focuses on how to optimize the operation of petroleum enterprises with mathematical methods in oil extracting stage. Firstly, it analyses several indicators of oil play's operation. And NCF (Net Cash Flow) is selected as an economic indicator to measure the condition of petroleum enterprises'operation by building up ISM (Interpretive Structural Model). Additionally, the paper analyses the characteristics of petroleum enterprises'operation dynamically and establishes petroleum enterprises inter-period optimization model in order to maximize the NCF applying dynamic programming. Meanwhile, it comes up with the method of determining the index of the model and expounds the specific solution, subsection exhaustively method. Finally, an optimum control model is set up, which covers the shortage of the dynamic programming model. The quantity of exploration and exploitation are both selected as decision variables. The optimum control model meets the need of petroleum enterprise multi-decision inter-period optimization. By analyzing the model, it proves that Hamilton function stands for the prospect of the NCF when the operating system is optimal.The article combines qualitative analysis with quantitative analysis when selecting evaluation indicators so as to make all the indicators scientific and reasonable. In order to identify the problem clearly, an example is applied to field development so the article also puts theory into practice. Besides, petroleum enterprise's operating is optimized by system science and mathematical model.
