In the process of china economy healthy development, with upgrade of industry structure and consumption structure, expedition of industrialization and urbanization, elevation of consumption ability per capita, the supply of domestic petroleum resource is gradually insufficient, the development of petroleum construction is also restricted. At the same time, in order to acquire stable overseas petroleum resource supply to safeguard nation petroleum safety, china petroleum should go out to join in international competition. Under this condition, petroleum construction enterprises, to be main force of downstream petroleum industry, must act as forthgoer, be active in transnational operation, get priority in international market under the economy globalization background.During transnational operation, petroleum construction enterprises accumulate many experience, acquire certain harvest in overseas market. Whereas, our theory research is comparatively lag, we did not summarize the experience and lessons acquired in transnational operation in time to direct practice. This thesis makes SWOT analysis aiming at the transnational operation process of china petroleum construction enterprises, definitude our own merit and shortcoming; Secondly, utilize Michael porter's"five forces matrix"used for industry analysis to analyze the transnational operation target market of china petroleum construction enterprises, select the transnational operation target market of china petroleum construction enterprises, strive for a correct target during transnational operation; Thirdly, integrate Michael porter's competitive opponent analysis matrix, analyze our competitive opponent, try for knowing both One's Own and Other's Situations.For china petroleum enterprises, it is feasible to enter overseas market and"dance with wolves"for developing living space. But we are required to integrate past experience and lessons to propose management strategy conforming to practical situations according to impersonal condition change. On the basis of research on evolvement course of china petroleum construction enterprises transnational operation strategy, this thesis proposes horizontal integration strategy and localization Strategy, make suggestions for selection of transnational operation strategy. Finally, this thesis brings forward the measures for realizing transnational operation strategy, ensuring transnational strategy to have rather strong maneuverability. Petroleum construction enterprises'efforts in overseas market is obvious to all, but its success should be functioned mutually by multiple factors, not only need international type specialization companies with better technology, strong adaptability and vigorous support from our government, but also need host country's open political economy environment and favorable international macro environment. In order to actualize aforesaid strategy, china petroleum enterprises should create exterior environment in favor of transnational operation, also strengthen management measures at all points.Hopefully, the research of this thesis can bring revelation for transnational operation strategy of our petroleum construction enterprises, adopt feasible management strategy in overseas competition, provide certain theory reference and actual direction for transnational operation of our petroleum construction enterprises.
