The development of information technologies such as Internet, interactive Web applications and e-commerce has absolutely changed the business process works today. It has become the general business concept to optimize core competence and outsource non-core business in the modern business competition. Therefore, the efficiency of business cooperation between corporations has become a very important part in the entire business chain. In modern logistic, for service suppliers, the traditional business cooperation model relying on labor has become the main bottleneck for timeliness of response to business. It is an effective way to solve this bottleneck to build a coordinate business platform to better realize business data integration and intersection with clients and construct a faster relative coordinate business environment. However, it has become a challenge for this solution to solve the problem of consistency of data transfer between different cooperation related to building across corporation platform. As a core technology for network-based heterogeneous platform integration, Web Services has become the key to this solution.This paper describes the basic principle for building a rule-based e-commerce coordination platform, analyzes and designs technologies based on Web Services. And the distributed architecture of Web Services, whose core technology uses XML standard-based SOAP, WSDL, UDDI and other technologies comply with the standard for the industry, can solve integration and interoperability for application system in the heterogeneous environment. The Java Rule Engine, Drools, realized dynamic configuration of business logic. The object invoking architecture based on Generic made it a lot easier for secondly development by customer, thus made great contribution to system robustness and flexibility. The platform realized the whole process of service information research from customers, making order online, automatic transformation of business data, and finally finishing the order, thus achieved high degree of business collaboration between customers and service providers.In this paper, a detailed analysis of the rule-based application under collaborative operating environment, Web services architecture, technical infrastructure and modes of operation for Web Services in Collaborative E-Commerce research have been described. And an overview of rule-based application under collaborative operating environment core technology has been described. Then the core technology for application which including Web Services, Rule Engine and The object invoking architecture based on Generic has been described and researched in detail. Secondly, the demand and difficulty to build rule-based collaboration platform for e-commerce were summarized and analyzed. And the system architecture application component framework was summed up. Then methods and ideas for building platform by Web Services technology were proposed. Finally, the realization of the platform, the summary of the research, and thinking and prospects for next generation work were described. The cooperative e-business application based on Web Service has very strong cross-platform interoperability. Its ideas of development and implementation have feasibility. Its implementation technology and model has generalization meaning.
