China drug expenditure increased from 230 billion in 2001 to 471 billion in 2007, CAGR is 12.7%. Drug expenditure accounted for 41.8% of total China health cost in 2007. Chinese drug expenditure's contribution in health cost was highest in Organization for Economic Co-operation and Development (OECD). Chinese high growth of drug expenditure causes many questions, such as Chinese Health care system, economy burden for individual, bribery.Author thinks existing containments overfocus on pricing, not be systematic. Hence current containments can't make impact on category, quantity, and can't achieve expectation as well as.To solve situation of high growth on drug expenditure, author try to brief successful international drug expenditure containments, to get a set of suitable containments for China based on that. Other countries have summarized effectual containments which covering price, category, quantity, and manufacturer, distributor, insurance, physician who are relative with these 3 factors. Comparing with international containments, author thinks drug expenditure is resulted from interaction of price, category, quantity, and containment should be comprehensive, systematic while considering these 3 factors. Major containments should involve: scientific pricing principle, essential drug list, prescription criteria, hospital management upgrade, restriction on distribution profit, concentrated drug monitor system, execution of Pharmacoeconomics.
