Containment Evaluation Of Three-level Dynamic Inspection To Illegal Land Use

In recent years,with rapid development of industrialization and urbanization,a serious problem of land supply and land demand is exacerbating,and phenomenon of illegal use of land frequently occurs.The illegal use of land is thereby hindered effectively,not only to maintain land management order and assign land resources reasonably,but also to be very significant to realize China's cultivated land protection policy objectives and to maintain socio-economic sustainable development.Land-three dynamic patrol is referred to a sort of timely land patrol which is carried out by three-level administrative organizations,including land administrative bureau(department)of prefecture,county and town,and accurate patrol results are reported to upper-level administrative bureau and the same-level People's Government in time.The purpose to carry out land-three dynamic patrol performance is that illegal use of behavior land is discovered and prevented earlier.This patrol is a new mean to curb illegal use of land.However,the more number of patrol is,the more illegal use of land is found?This problem puzzles land-resource administrative department.The extent that land-three-level dynamic patrol can curb illegal use of land is a problem concerned by government and academic organization.Thus,in this paper,we adopt the theoretical analysis and empirical research method to propose an evaluation model of containment effect.And the proposed model is utilized to take an evaluation of containment effect of land-three dynamic patrol in Changzhou prefecture,and analyze influencing factors on containment effect.According to situations of land-three dynamic patrol in Changzhou prefecture,we evaluate the containment effect of land-three dynamic patrol in Changzhou,and analyze the existing problems and give suggestions and comments to improve.The main topics are as follows:1)Construction of theoretical framework of land-three level dynamic patrol to curb illegal use of land.We summarize connotation,types and characteristics of illegal use of land,and analyze the basic connotation of land-three level dynamic patrol,as well as propose an influencing mechanism of land-three dynamic patrol to illegal use of land through sequence diagram in time for land-use process.In the end of this section,we exhibit the differences between land superintendence and land-three dynamic patrol.2)Proposition of evaluation model for containment effect which land-three dynamic patrol can curb illegal use of land.We propose an evaluation model of land-three dynamic inspection to curb illegal use of land based on the property of illegal use of land,the process of illegal use for land 9 and the responsibility of land-three dynamic patrol.3)Curbing eflfect's evaluation taken through three-level dynamic patrol of Changzhou.We compare situation before the three-level dynamic patrol is implemented with that after the three-level dynamic patrol is done,and exhibits main features of three-level dynamic patrol4)Analysis for influencing factors.We analyze which factors are influenced on prevention of illegal use of land,and sum up the existing problems in Changzhou evaluation results and analyze their reasons.5)Suggestion for improvement.We show some policy suggestions and comments to improve the effects of curbing illegal use of land in viewpoint of three-level dynamic patrol technology,management perspective and land law-making.This proposed evaluation model of containment effect which land three dynamic patrol can curb the illegal use of land can accurately and objectively evaluate containment effect of land-three dynamic patrol,and it has an obvious effect on detecting and preventing early illegal use of land.At the same time,in accordance with the outcomes data of land-three dynamic patrol,pointed out the problems on patrol implementation process:the space frequency is high and the time frequency is low about land-three level dynamic patrol.Therefore,this proposed evaluation model is reasonable,reliable,and it can provide basis and reference to complete land-three dynamic patrol system.
