Singapore is a land-cite state, which is short of natural and manpower resources. How ever, it has had a great change in the past 40 years, turning a small village into the financial capital of Asia.Singapore has to import all kind of resources, including the human resource. Foreign labours are very important to its economic development. Singapore began to build its laws and policy system since 1960s. Nowadays, it has built an efficient manpower system for foreign labours management.This issue also talks about the present problems of foreign labours working in China, and what we can learn from Singapore's experiences. Also those experiences may give solutions of managing the large amount of rural population working in the city.
