Cities are playing increasingly important roles in local and national economics as the tendency of economy globalization is broadening and preponderant resources are concentrating into cities. The development of cities depends greatly on their support capacities of industry as well as science and technology (S & T). Thus, the industry structure and S & T competitive ability coordinately influence development of city economy. This paper analyzed comparatively the advantages and deficiencies in the support systems of industry structure and S & T of Hefei, the provincial city of Anhui province.The other five provincial cities of the six provinces of central China, including Taiyuan, Wuhan, Zhengzhou, Changsha and Nanchang, were included to better understand the status of the industries of Hefei. Several methods, such as literature retrieval, data survey, comparative analysis and example illustration, were used to comparatively analyze the output of the three major industries (agriculture, industry & architecture and tertiary industry), their development scale and their employment people. The percentages of the product of the three industries to gross domestic product (GDP) for Hefei changed from 10.48%, 49.30% and 40.22% at 2001 to 5.75%,47.54% and 46.71% at 2006, respectively. The corresponding percentages of their employment people changed from 0.98%, 37.62% and 61.40% at 2001 to 0.44%, 42.14% and 57.43% at 2006, respectively. These data showed that the percentage of agriculture was decreased while the percentages of labor force for the other two industries were increased, suggesting that the structure ratio of the three industries tended to be more reasonable. We further analyzed the statuses of S & T innovation, company scales, output values and high-tech industry, etc. The industrial output of Hefei was steadily increased, with an increase of over 25% per year during 2004– 2008. The total number of companies was also increased.To estimate the S & T support system of Hefei, we first compared the six provincial cities based on two factors including resources input and education investment. The numbers of teacher and student for Hefei were augmented with an increase of 11.16% (ranked the third in the six cities) and 13.06% (ranked the fourth) per year, respectively, though both of the total numbers ranked the last. The average number of books per person in public libraries ranked the second for Hefei. On the other hand, the finance input used for education and scientific studies for Hefei was also relatively lower than the other five cities. These data implied that the resources in S & T support system of Hefei were relatively weak in recent years.The S & T support system of Hefei was further comparatively estimated based on the data of patents, scientific study projects and scientific papers indexed by Science Citation Index (SCI), which represent the achievements of S & T. Though the numbers of patents for Hefei was highly increased in recent years, with the number at 2006 being 1.7 folds to that at 2002, the sum of patents was relatively low in the six cities. On the other hand, the total number and funds of scientific study projects granted by National Natural Sciences Foundation were steadily increased in recent years and ranked the middle position in the six cities. Remarkably, the number of SCI indexed scientific papers for Hefei ranked the second, with a number of 2394, 3032 and 3132 at 2005, 2006 and 2007, respectively. These data demonstrated that Hefei had relatively high potential in S & T innovation.We finally proposed five suggests, based on the statistic and analytical results mentioned above, including strengthening the macro-control roles of government on S & T development, regional collaboration, industrial restructuring, S & T innovation and patent application. These results and suggests were anticipated to be beneficial for accelerating adjustment of industry structure based on S & T innovation, driving transformation of scientific achievements into industries, and thus promoting development of the industry of Hefei.
