Scientific and technological innovation has become the main driving force to enhance regional core competitiveness and promote regional economic development.The most important thing in the innovation system is scientific and technological innovation.As the core concept of innovation system,scientific and technological innovation is not only the core force to enhance regional economy,but also an important factor to improve regional competitiveness.This paper divides the process of scientific and technological innovation into research subsystem(system 1)and marketization subsystem(system 2).Using three-stage DEA-Tobit model,this paper chooses various input and output indicators,chooses GDP per capita and Internet accessibility per 10,000 people as environmental factors,and analyses the data of six central provinces from 2012 to 2017.The results of efficiency analysis show that:(1)Generally speaking,the innovation efficiency of system 2 is lower than that of system 1.(2)The impact of environmental factors on the efficiency of scientific and technological innovation has passed the significant test.(3)After eliminating the impact of environmental factors,the overall innovation efficiency of six provinces in the early stage has been underestimated,and the overall innovation efficiency in the late stage has been overestimated.Henan,Shanxi and other provinces have inhibited the impact of environmental factors.Hunan,Anhui and other provinces will make use of the high-quality environmental factors to improve the efficiency of scientific and technological innovation.Efficiency.(4)From 2012 to 2017,system 1 shows increasing returns to scale,while system 2 shows increasing returns to scale in the early stage and decreasing returns in the later stage.In terms of influencing factors,the efficiency of regional S&T innovation system 1 and system 2 in six provinces of central China is positively correlated with market legal system environment,the proportion of loan balance of financial institutions to GDP,the proportion of tertiary industry to GDP,the degree of opening up,per capita education expenditure and the intensity of R&D investment of enterprises,among which the effect of R&D investment intensity of enterprises in innovation system is not significant.Local fiscal expenditure on science and technology is negatively correlated with system 1 and system 2.The proportion of total income tax of domestic enterprises to GDP is positively correlated with system 1 and negatively correlated with system 2,and the effect is not significant.Finally,the paper puts forward suggestions on how to improve the efficiency of scientific and technological innovation in central provinces from the aspects of government financial support,legal environment framework,financial services,industrial structure and institutional cooperation,degree of opening to the outside world,and investment in higher education.
