Comparative Research Of Sci-tech Reward System Between China And Foreign Countries

As an important and long-standing system held by the Party and the country, the science and technology award system is a significant policy to promote scientific and technological development. It plays a decisive role in the innovation for the enterprises, the advancement of the local science and technology, and the incentive for scientific and technical personnel. Since the founding of new China, China has successively put forward a series of policies, systems and laws related to science and technology award. The country and relevant departments have also held several national and local meetings to research and discuss affairs about science and technology award, aiming to reform and perfect the current systems, institutions, approaches and examinations of the science and technology award. Driven by a large number of China's work and researches made on science and technology award, a considerable amount of outstanding achievements, organizations and individuals related to science and technology award have come into being. This is exactly the importance of science and technology award, which is also the rationale of this study.However, although the career of science and technology award has developed for nearly 100 years, the actual time for scientific and technological activities is less than 50 years due to social and political impact and the influences of other factors. Thus, even if enough attention has been drawn and many measures have been taken, science and technology award in China lasts too short both theoretically and practically, still far from being prefect. Nevertheless, some capitalist countries in the West first started science and technology award in the 17th century, which has over 300 years of history. Overall, the science and technology award systems in the West are relatively complete and advanced, which have much to learn. Therefore, the comparisons of Chinese and foreign science and technology award systems will do a lot of benefit to the sharing of foreign advanced experience on science and technology award systems and the perfection of our own as well. This is just the breakthrough of this paper.Under this background, this thesis comprehensively describes the features, properties, functions, system classifications, and operating mechanism of science and technology award .This thesis also analyzes the current situations of science and technology award in the United States, Germany, Russia, France, Britain, Japan and other developed countries and current development of international science and technology award. Through contrasts and comparisons of China and foreign countries, the author has pointed out the deficiencies of the science and technology reward system in China and analyzed the reasons. Based on this, some strategies and suggestions are proposed to perfect the science and technology award system.
