Researches On Award Policy For Science And Technology In China In The New Era

In the new era, award policy for science and technology in our country offers powerful policy support to the development of science and technology, realizing great achievements in advancement of sci-tech. However, the award policy for science and technology in our country should have a correct recognition of the reward, and develop selectively in the in-depth understanding of the development features of sci-tech awards policy.Through reviewing the development history of award policy for science and technology in our country in recent 30 years after reform and opening, which experienced three stages of recovery, development and reform. This paper employs comparative, systematic and empirical research methods to summarize the features of award policy for science and technology. The following features are summarized: adaptable to the needs of sci-tech development strategy, pluralism in award structure, scientificity in assessment, and shifting the award focus to development research and application research. Meanwhile, it also studies the problems occurring in the policy development, which include inadequate strength in awards, low proportion of award rate for basic research filed and unreasonable award system etc.. and offers some feasible suggestions to further consummate award policy for science and technology with the hope of benefiting to the reform of the current award policy for science and technology. such as actively displaying the orientation function of award policy for science and technology, enhancing the award strength for science and technology, and reforming the award system etc.
