Road network construction is affected by two effects. On the one hand transport demand caused by the economic development need more road network construction. On the other hand, road network construction will be limited by restrictions on land resources. The problem of this article studied and solved is how to make the land occupied by highway construction to function efficiently, and in the construction and use of fair treatment to all stakeholder interests.This article stands on the point of efficiency and equity to study and evaluated the regional road network. Based on the particularity of the land, the land efficiency must be measured by the acting on the land. The fairness of land must measured by the different stakeholders to achieve their income or not.Theory of welfare economics, regional development and concept of sustainable development are this aticle's theory foundations. The general meaning of "efficiency" and "equity" are the basic concept of this article. And then analysised the relationship between efficiency and equity of road. Based on these analysis, this article chose the roads project investment, road area rate as input indicators, and chose the Passenger Turnover, Cargo turnover, per capita GDP and urban-rural income difference as output indicators, and then selected 10 in Shaanxi Province City (except the Yangling Demonstration Zone) for the evaluation unit, using data envelopment (DEA) method and DEAP software to evaluate the efficiency and equity of the land occupied by road. The result shows that the land occupied by the road network of Shaanxi Province basically efficiency and fairness. The evaluation method used in this assessment can also used on other regional road network covers an area of evaluation applies.
