With invention and development of information and communication technology, the life and work style have undergone significant improvement. The "Digital Divide" phenomenon has been bringing about accompanying with the development of new technique, that is regional imbalance when master and apply information and communication technology. In order to correctly judge the status and trends of the development of the digital divide and develop relevant policies in the further, all the countries are studying ways to measure the digital divide and take appropriate measures to narrow the digital divide. It is the basis of effects on bridging the digital divide that is to measure the development level of information technology accurately and to efficiently improve informatization level based on current status. At the stage, majority of the scholars focused more attention on overall and personal access ability to information and communication. But it overlooked a very important issue, which is how to effectively influence people to access to advanced information and communication technologies and translate them into effective information and knowledge advantage. The development of social informatization level is an integrated systems engineering. How to put an effective system of rational allocation of the various inputs to the best efficiency is a important issue that deserves investigation. The input-output system will affect the effectiveness of bridging the digital divide. Appropriate and feasible policy strategy is also based on a correct evaluation of the input-output efficiency as the prerequisite.
