With the continuous opening of service departments in various countries around the world,service trade has become increasingly prominent in the global value chain,and the battlefield of international trade is gradually shifting from the commodity sector to the service sector.The rapid development of service trade is the inevitable result of the global industrial structure adjustment,upgrading and international division of labor brought about by the new technological revolution,and the development of information and communication technology(ICT)has greatly accelerated this process.The service trade promoted by ICT has become a new growth point of the global economy.Many scholars at home and abroad have begun to quantify the level of ICT development to explore its role in trade in services.In order to seize the new round of development opportunities,China is also actively promoting the development of service trade.In this context,based on the establishment of the ICT Development Level Index(IDI),this paper explores the role of ICT in the world's overall service trade and bilateral service trade.Firstly,this paper introduces the research background and significance and sorts out the relevant literature on the concept and characteristics of ICT,the factors affecting trade costs,and the role of ICTs in trade in services.Then it introduces the development status of ICT and details the construction of ICT Development Level Index(IDI).On this basis,from the perspective of the whole world and China as an example,the status quo of ICT development level,the use of ICT in service trade,and the comparative analysis between China and the United States and India were analyzed.At the same time,under the relevant theoretical framework,the theoretical mechanism of ICT's role in service trade is analyzed.In terms of empirical analysis,this paper calculates the ICT development level index covering 46 countries and regions including Europe,Asia,America and Africa,and from the four levels of ICT overall development level,ICT access level,ICT use level and ICT skill level.To explore the role of ICT in the world's overall service trade and bilateral service trade,the results show that,on the whole,the higher the level of ICT development in the world's overall service trade or bilateral service trade,the more significant the promotion,especially for the world.The export role of trade in services is prominent.And the ICT access level of countries has the most significant effect on service trade.The promotion of ICT skill level is not obvious,and some even have certain inhibition effects.In summary,ICT has a positive effect on the import and export of trade in services,especially the extent to which families and individuals have access to ICT infrastructure is an important factor affecting trade in services.Therefore,this paper proposes that China,with the world's largest trade market,is now at the forefront of the rapid development of service trade.Improving ICT-related infrastructure and services and improving the application and development level of ICT are the top priorities of China's rapid development of service trade.
