A Study On China's New Organization Of Farmers Mutual Funds

China is a great agricultural country, and its agricultural economy is an important component in the overall economy. The rural finance plays an important part in the development of rural economic. At present, China's rural financial system is not so perfect. The phenomenon of capital outflows is so serious. At that time, the Organization of Farms Mutual Funds brought out, which in accordance with the voluntary contribution, self-service, democratic control, the principle of mutual cooperation, to provide farmers with low-cost financing and other facilitation services. The Organization of Farms Mutual Funds make up the existing defects in rural financial system, and promotes the development of new countryside in China. Besides that, it guarantees a healthy and stable development of the whole rural economy. However, in the course of development, there have been many problems. This paper analyzed the New Organization of Farmers Mutual Funds from the perspective of property rights. In the last, it proposed some suggestions on how to perfect the New Organization of Farmers Mutual Funds on the basis of a large number of readings about monographs, statistical yearbooks, professional journals and international cooperation in the development experience of financial institutions.This paper consists of five parts. The first part is an introduction, proposed research background and significance, and describes the recent status. In the second part of the paper, we define the meaning of the New Organization of Farmers Mutual Funds, and discuss the theoretical basis and practical needs of the New Organization of Farmers Mutual Funds' development. The third part gives a comparative of the rural cooperative financial organization's development in home and aboard, and we found the problems of the co-development of financial institutions. The forth part analyzes the New Organization of Farmers Mutual Funds'development models on the basis of property rights, and found that there are a lot of problems, such as the current administration of China's management system, the unclear property rights, the unclear target. At the last, combining the previous analysis, we give the suggestions on the development of the New Organization of Farmers Mutual Funds from the government, law, property rights perspective act.
