Research On Cooperation Mechanism Of PPP In China

Public-private partnerships is a new type of financing model that the public sector with the private sector provide public projects together. The research of the PPP model is still at the initial stage in China. In the application there are success cases and failures. The problems in failures are varying. The root cause of problems is that we don't understand clearly the cooperation and mechanism of thePPP financing model.The author summed up the three elements of the public-private partnerships mechanism on the base of describing the theory of the PPP emergence and application in China.The three elements include property rights, contractual relations and organizations operating mode. In this paper,the author try to recognize the internal cooperation relations between the public sector and private sector through researching the harmony theory and three elements.On that basis the paper established the cooperation mechanism mode that was fit for China,in order to achieve the purposes of improving efficiency and success rate.First the author analyzed the three elements of PPP projects'cooperation mechanism. Summed up the specific meaning of property rights in the PPP projects, the function for the paterners'cooperation and the principle of projects'property rights by using the theories and views; Analysed the meaning of the PPP projects'contractual relationship,the formation process and its characteristics on the base of the contract theory. Besides the author also discussed the impact of the contractual relationship in PPP projects; Discussed the types , advantages and disadvantages of the PPP projects'organizational modes at home and abroad. Introduced the operation process of PPP mode in China.The defects of the three elements in Chongqing Olympic Sports Center caused a numbert of problems in construction and operation stages through introducing the basic information and the three elements of the Chongqing Olympic Sports Center and Beijing"Birds Nest". The defects and problems are the inevitable results of agent construction system and have nothing to do with the project itself. The success of Beijing"Birds Nest"shows that the advantages of PPP mode can not be replaced by other cooperation mode. In addition to the problems during the construction remind us that forward research and pre-design stages are very important in running. Finally, the author analyse the elements , harmonious state and level of PPP projects. On that basis established the PPP mode suitable to Chian through using the harmony theory. The mode contains harmonious property rights mode, harmonious contractual relationship and harmonious construction mode.
