Housing maintenance funds are maintenance funds especially for public parts and shared facilities and equipment in residential area after the warranty expires. Establishment and improvement of the management system of housing maintenance fund is a long-term complex work. It is directly related to the vital interests of the majority of the owners and the healthy development of the property management industry, and it is a focused topic concerned by many people. However, there are a lot of problems in the supervision on using housing maintenance funds, such as lack of main body, complex programs, low utilization rate, single form of supervision, lack of the owners’ congress and so on. Therefore, it is particularly necessary to strengthen supervision and find new supervision mode.Firstly, With the method of brainstorm and the expert scoring, it found that the supervision on using housing maintenance funds was mainly lack of supervision. The funds had potential safety hazard and information was asymmetric. Then it analyze the source of the problem by using property rights theory and game theory model. Secondly, with the target of solving the existing problems in the course of maintenance funds, this article puts forward a new mode, the combination of the third party supervision and the competent department’s audits. And it studies the feasibility of the new supervision model in theory and practice respectively from the norms and empiricism, as well as build as new supervision mode from the aspects of objectives, principles, environment and process. It takes the responsibility mechanism to establish an efficiently operated supervision mode. Finally, this article did a questionnaire on more than 160 residential communities, and confirms the key nodes of the application progresses of housing maintenance fund. Then it analyzes the cause of affecting the key nodes with building theoretical model by property rights theory, game theory and information economics. It helps to explore the targeted and efficient methods based on the new model.It analyzes the causes of supervision problem of using housing maintenance fund, then builds a new system of supervision mode, and puts forward the safeguard measures in operation to strengthen supervision over the use of housing maintenance fund and to improve its safety.
