This paper takes the performance index system of BP PC GZ Branch as the research subject. BP PetroChina Petroleum is a prestigious joint venture of refined oil products retail in Guangdong Province, and because of the increasing fierce competition in the retail market of refined oil products, the gross profit of this industry is declining It has become a strategic initiative for the company to establish an efficient performance index system to develop the competitive advantage and acquire the core competence.Through the study of the theories of performance index system at home and abroad, this paper analyzes the pros and cons of various methods of performance management. Based on the study of the original problems of BP PetroChina Petroleum GZ Branch, it advocates choosing a balanced scorecard and the key performance index as the basic theory of diagnosing and problem solving tool.By using a step by step analysis, this paper gives a detailed description of the present status of the performance indicator system of GZ Branch. It makes a diagnosing analysis from four aspects, such as the financial level, the customer level, the internal business and process level, as well as the learning and growth level. This paper also proposes to make the designing principles and elements of the balanced scorecard as the foundation to base the strategic performance index framework of GZ Branch on.According to the business features of GZ Branch and the aim of streamlining its strategic objectives and periodic (annual) goals, this paper tries to map out its strategic map; and then analyze the driving elements of the economic interests and value of the branch and the key success strategic elements of the company, the purpose of which is to summarize, deduce as well as establish the core performance indicators. According to management features of the various levels of management (branch, regional management, oil station management) and the step by step analysis, the company can define the core performance indicators of each level. The final purpose is to evaluate the key indicators, set the weight and assess the frequency to build a complete, hierarchical and systematic performance evaluation index system of GZ Branch.
