Research On Fiscal And Tax Incentives Based On Production-study-research Cooperative Innovation Of Changsha Pioneer Zone

Since the middle of 20th century when "silicon valley" of US won huge success,production-study-research cooperative innovation has begun to spring up.It has played a great role in promoting the world's economic development in short decades.In China,great situation of production-study-research cooperative innovation has been widespread,and this kind of cooperative innovation has been a significant strategic initiative to establish the national innovation system and build an innovation-oriented country. At the same time,along with the authorization of national "Resource-saving and Environment-friendly Society" Comprehensive Supporting Reform Testing Zone and the establishment of Changsha Dahexi Pioneer Zone of "Two-oriented" Society,with science and technology to lead a new model of economic development,and with innovation to promote industrial upgrading,taking the road of technology-booming province construction has become the eternal theme of Changsha Dahexi Pioneer Zone of "Two-oriented" Society.It has now become the core of Dahexi Pioneer Zone's construction promotion of technology innovation ability to make full use of the existing science and education resources in Dahexi Pioneer Zone,and to promote the continuous development of production-study-research cooperative innovation of Dahexi Pioneer Zone to a higher level.Taking it as a fundamental tenet to promote sound and fast development of production-study-research cooperative innovation,and taking actual development situation of Changsha Dahexi Pioneer Zone's technology innovation as a starting point,based on in-depth analysis of the theoretical basis and cooperation mode of production-study-research cooperative innovation,this paper is to fully demonstrate the government's role positioning and positive role,to further discuss active utilities of fiscal policies in promoting production-study-research cooperative innovation,and to research on establishing a fiscal and tax incentives system for Dahexi Pioneer Zone to motivate production-study-research cooperative innovation.
