With the tightening supplies of energy and deterioration of environment pollution in the global, how to improve energy efficiency is becoming an urgent problem which need solving.China is a big energy producing and consuming country,so the research on the China's energy efficiency has an important and practical meaning for the society which aims to energy saving, environment-friendly and sustainable development of economic.This thesis uses the concept of the environmental DEA technology and builds a non-radial model and a DDF model.We will use the two models to analyze saving potential of energy,energy efficiency, abatement potential of pollution and cost of environmental regulations in provincial, regional and national fields during 2000-2007. Meanwhile, according to China's actual conditions and results of analysis, the thesis puts forward feasible suggestions.The main contents of this thesis consist of the following four sections.Firstly, this thesis summaries the domestic and foreign research achievements within the framework of single factor and multi-factor. Based on above, the measurement of energy efficiency used in this thesis is proposed and associated concepts and assumptions are described in detail.Secondly, Taking into account the imbalance of China's energy consumption structure, this thesis adopts a non-radial model based on the environmental DEA technology to optimally adjust the composition of energy consumption to measure China's saving potential of energy and energy efficiency. The result shows that there is regional difference on saving potential of energy and energy efficiency. Coal and oil have high space of saving potential of energy. Although the overall energy efficiency is normal, regional difference is obvious.Thirdly, in this thesis, the traditional measurement of DDF is extended to analyze the saving potential of energy,energy efficiency, abatement potential of pollution and cost of environmental regulations. The result shows that saving potential of energy, abatement potential of pollution and cost of environmental regulations are mainly distributed in central and western regions in China. The four regions show different energy efficiency. Meanwhile, we adjust inefficiency parts of the energy input, the economic output and use the adjusted unit GDP energy consumption to measure improved unit GDP energy consumption. We can conclude that unit GDP energy consumption dropped by about 20% in the 11th five-period plan compared to the end of 10th five-period plan under certain conditions is feasible.In conclusion, the thesis proposes improving China's energy efficiency by adjusting the industrial structure moderately, optimizing the energy consumption structure and formulating energy policies according to regions.
