Energy and ernvironmental issues are always an important issue that plagues China's sustainable economic development.In recent years,environmental pollution is rampant,seriously affecting the health and survival of the people,the negative impact of environmental pollution has led to government's intervention in the mandatory control.However,in order to ensure economic growth,the local governments in the context of the implementation of environmental regulation policy is bound to occur in violation of regulatory intentions,so the effect of environmental regulation is bound to be greatly reduced.On the other hand,because of the debate between oil-exporting countries,the international energy prices fluctuate frequently,resulting that situation of enterprises is quite passive.The effective way to solve the problem of environmental pollution and energy shortage is to improve energy efficiency and reduce energy consumption,while ensuring the reduction of pollution emissions and the growth of enterprises.However,the research on energy efficiency at home and abroad mainly focuses on technological progress,structural adjustment and market segmentation.There are few studies on energy impact,environmental regulation and energy efficiency.In addition,the improvement of research method is more on energy efficiency measurement methods,lack of relevant theoretical research.Therefore,based on the background of China's reality and the existing research results,this paper analyzes the transmission mechanism and the effect size of energy impact and environmental regulation on energy efficiency.On this basis,the path selection of energy efficiency is given.First of all,based on the theory of Porter hypothesis and induced technological innovation,this paper analyzes the theoretical mechanism between energy shock,environmental regulation and energy efficiency.Energy shocks mainly promote technological R&D and improve energy efficiency through inductive technology innovation;environmental regulation affects energy efficiency primarily by cost-effective and innovative compensation effects.Secondly,this paper uses the DEA to measure the total-factor energy efficiency of the whole country and the sub-region respectively.The average value of total-factor energy efficiency is 0.82 in the past year,and 0.93,0.75 and 0.75 in the east,middle and west respectively.The study found that there was a trend of imbalanced energy efficiency in all regions of China,with the highest total-factor energy efficiency in the eastern,followed by the Midwest.Besides the trend of total-factor energy efficiency is decreasing behind rising in 2000-2014.In terms of the average value of total-factor energy efficiency,the central and western regions are the potential areas for China to enhance the overall total-factor energy efficiency.Thirdly,this paper uses the fixed-effect model considering the individual effect to analyze the influence of energy shock and environmental regulation on the energy efficiency of the whole factor.The Tobit model is used to test the stability of the original model.The empirical results are as follows:1)In term of the whole China,there is a non-linear relationship between environmental regulation and total-factor energy efficiency,showing a "U" trend,which indicates that the Chinese government should maintain the intensity of environmental regulation.2)In terms of energy shock,this paper uses the volatility of energy prices to carry out empirical research.From China as a whole,energy shocks have a significant impact on energy efficiency improvements,which validates the theory of induced technological innovation.In terms of sub-region,the induced technological innovation of energy prices was established in the middle and western regions,but not in the eastern region.3)From China as a whole,energy shocks and environmental regulation have a common effect on energy efficiency,and the interaction between the two has inhibited the rise in energy efficiency.4)In terms of other factors,the overall level of economic development,ownership structure and economic openness have an impact on energy efficiency.5)Considering the impact of national and regional energy shocks and environmental regulations on total-factor energy efficiency,we believe that the impact of energy shock on total-factor energy efficiency plays a leading role,and the scope is most extensive and the impact is the deepest.The impact of factor energy efficiency is second,and the prerequisites for generating positive effects are more harsh.Finally,this paper summarizes the actual situation,the previous research results and the conclusions of this paper,giving the following recommendations:1)The implementation of high standards and strict standards of environmental regulation policy are needed.2)We should make full use of the positive effects of energy shock,guiding enterprises to develop technology and upgrade the equipment.3)To accelerate the pace of Energy price marketizing mechanism construction,and further utilize the function of market allocation.4)Cannot change the status of public ownership as the main body in China.
