Grouping is the only way for the development of China's publishing industry, and it is the key to improve the international competitiveness of China's publishing industry and to meet international challenges. As most of China's publishing groups formed by horizontal or vertical integration rely on the Government's administrative means, it will inevitably lead to internal conflicts in operation and fight for resources between the member units. In order to reconcile the various aspects of contradiction, the group leader can only retain the color of planned economy in the management and operation, which makes publishing group, is not a small-scale from the "appearance" perspective, but the actual competitiveness has not improved. Therefore, the objective assessments of the competitiveness and given development proposal for the publishing group are particularly important.Based on the in-depth study of the characteristics of publishing group, the external environment and the impact factors of publishing group competitiveness, this paper explores a competitiveness evaluation index system and evaluation method applicable to the publishing group from both theoretical and empirical research. Through analysing the definition of enterprises competitiveness and the enterprises group, this paper expatiates and explores the meaning, the characteristics and the external environment competition of enterprises group competitiveness. Then the author sums up the index selection methods and finally establishes the publishing group competitiveness evaluation model. As characteristics of a multi subsidiary and involving a wide range, it often occurs information transmission inaccurate in evaluating the competitiveness, and the standards of some qualitative indicators are not clear, so this paper chooses fuzzy gray evaluation method to get better results.This paper establishes selection principle of the evaluation indexs, sets up corresponding evaluation index system, and the meaning of the indicators were cleared. In determining the weight of each indicator, combining the characteristics of publishing group once again, this paper adopts grid-fuzzy Borda number analytical method. Finally, the paper conducts a empirical analysis of the competitive evaluation of Hunan Publishing Investment Holding Group. By querying information and scoring by relevant leaders and experts, combined with indicators of this paper, based on grid-fuzzy Borda number analytical method and fuzzy gray evaluation method, the author gets the results of group competitiveness evaluation, analyzes the results and puts forwards recommendations to enhance the competitiveness of the publishing group.
