The model of the electric power market has been transformed from the traditional operation mode to the precision marketing. In this intelligent mode, the data of generated energy, electricity load and electricity price should be provided in order to comprehensive analyses quantity, price and fees efficiently and accurately, and also to increase supply and make balance between supply and demand. At the same time, meeting users' needs under safe operation of power grid, finding the optimal integration of purchase and sale of electricity, forecasting the loads and absorbing generating capacity reasonable has becomes to the highlight of Yaan Power Marketing's problems.Price is one of the most important economic measures of DSM. We use prices to regulate demand, improve the loading rate, and design the electricity price from consumer demand. In China, TOU and the two-part tariff are often used to adjust the electricity demand.According to the research and application of TOU which used in both side of generation and supply, this paper introduced the theory of time division, price estimation theory, modeling theory. It pointed out the necessity of linkage of TOU between the electricity generation and supply side. Then a TOU linkage model is presented in order to reduce drop-water in Yaan area. Simulation results illustrate the feasibility of the model. Finally, we proposed an optimal strategy of buying and sailing according to the actual situation of Yaan grid. In order to help power companies make marketing decisions, and to lay a foundation for constructing intelligent electrical network, we also established a perfect optimization system of share sale of electricity by using the actual linkage model.
