Integration of urban-rural economic and social development is the general trend of our country's future social economic development. Integration of urban-rural social management is one important step in our modernization process, and the accelerated suburb urbanization further speeds up integrated urban-rural management. With the spread of city functions and changes in suburban peasants, speeding up suburb urbanization means the breakthrough in crashing traditional urban-rural dual structure. In the process of suburb urbanization, integrated urban-rural management should take as its value orientation scientific development, urban-rural interaction, institutional innovation and government effort, in order to promote institutional merging, and develop mechanisms through which citizens, urban and rural alike, can take part in public affairs management.
