Analyse On Peasant Workers' Willingness And The Influencing Factors About Participating In Social Pension Insurance In City

It is very important to resolve the problem of peasant workers'social security, especially the problem of peasant workers'pension security, because it is benefit to keep the society equity and justice and to maintain social harmony and stability. However, due to the impact of the dualistic household register institution, peasant workers have been excluding from the urban social security system for a long time. Furthermore, the dualistic household register institution also hampers peasant workers to integrate into the city and the groups of industrial working. As a relatively independent group, their pension security rights have not been protected effectively.Firstly, this study introduces social security theory,pension security theory and expected utility theory,and analyzes the connotation, characteristics and classification of peasant workers, then the author analyzes the three kinds of old-age pension insurance model, concluding that the incorporation mode of peasant workers' pension insurance is more conducive to protect peasant workers'right.Secondly, this study bases on the survey from Fenghua city in Zhejiang province to analyze the awareness of pension security and the willingness to participate in urban pension insurance. The result shows that the vast majority of peasant workers has not been incorporated into the urban pension insurance and the rural pension insurance, the majority of peasant workers want to return the village in the future, the peasant'pension values are still in the traditional stage, the majority of peasant workers don't worry their own pension security and the awareness of pension insurance policy is also not high, but the peasant workers have a higher degree of trust in urban pension insurance and have higher enthusiasm to participate in urban pension insurance.Thirdly, This article studies the factors of influencing peasant workers' willingness of participating in urban pension insurance by using binary logistic model concluding that those peasant workers who have higher education, have the plan of living in city, worry about their own pension security, understand the policy of the local peasant workers' pension insurance, or want to participate rural pension insurance have a positive attitude to participate in urban pension insurance. Finally, based on the results of empirical analysis, some suggestions are put forward to solve the problem of peasant workers'pension security. The author suggests that it is urgent to establish the pension insurance system of peasant workers which links up urban pension insurance and rural pension insurance, and adapt to the characteristics of peasant workers. Meanwhile, It is also an effective policy choice that to increase gradually the co-ordination level of peasant workers'pension insurance, perfect the horizontal transfer payment system, establish the incentive and restraint mechanisms about enterprises buy pension insurance for peasant workers, guide peasant workers to change the traditional concept of retirement and enhance the rights protection awareness.
