Research On The Influencing Factors Of Farmers' Willingness To Participate In The Process Of Unifying The Urban And Rural Residents' Endowment Insurance System

February 21,2014,the State Council promulgated the “ Opinions of the State Council on Establishing a Unified Basic Pension Insurance System for Urban and Rural Residents”(No 8 Document in 2014 of the State Council),deciding to merge the two systems of the New Rural Pension Insurance and the Pension Insurance for Urban Residents,to establish a unified basic pension insurance system for urban and rural residents in the whole country. The system is a timely system, is a policy of benefiting people,and it has promoted the social equity preferably. Whether or not the enthusiasm of farmers' participation can be aroused is the issue of common concern,in the executing process of this system.Farmers as one of the principal parts of the system, Their willingness to participate in the insurance system is one of the prerequisites for the implementation of the system. It is quite significant to understand the influencing factors of farmers' willingness to participate in the insurance system, it is helpful for the smooth implementation of the system, and also it is of great significance to ensure the effective and healthy development of the system.Thispaper takes the farmers as the object of investigation,based on farmers' willingness to participate in the pension insurance system, and using a combination method of literature research and field research, elaborating the status of farmers' participation in the place of investigation,trying to carry out field research from five aspects of individualbasiccharacteristics, individual pension idea, basic situation of the family, the village basic situation, the implementation of government policies,two Logistic regression analysis was used to construct the model, variable assignment and data analysis of the survey data.Through the analysis of the data to analyze the impact of farmers' willingness to participate in thepension insurance in the process of the unification of urban and rural pension insurance system, and the influencing factors are analyzed and explained.According to the analysis results,We should consider the following aspects.Giving full play to the role of family pension, improving the economic income of farmers, increasing financial support for efforts to improve the role of security of urban and rural pension,improving the system to enhance the rates and the level of young people's pension insurance participating,Paying more attention to the work of system implementation and promotion,Guiding farmers to carry out an optimistic forecast of the system implementation,etc.According to the above several aspects, proposing preferable countermeasures and suggestions for the support and incentives for farmers insured, improving the effect of policy implementation, promoting urban and rural pension insurance system implemented continuously and smoothly, let more people enjoy the treatment of social pension.
