China has a vast territory, large population, types of emergencies and more frequent natural disasters, these disasters resulted in significant economic losses and casualties. So early warning of natural disaster, emergency and post-disaster emergency relief has been our concern, and become the important issues for us to research. Provide rapidly and timely response to disaster relief supplies needed, can greatly reduce disaster losses of lives and property of people, so scheduling relief supplies has an important practical significance.In this paper, in order to dispatch relief material for the study, it refered to domestic and international relief supplies scheduling theory development and research, it based on scheduling and more on the material point of relief supplies .It asked for the shortest time , minimize the cost of problems to establish materials scheduling model. Learning from the advantages of the traditional algorithm and intelligent algorithm, on the seed algorithm (SOA) - This new evolution algorithm , which is applicated in such a many to many relief materials in the scheduling model has been studied. Overall, this paper makes the following aspects:The first chapter expounds the background and the significance of the thesis, the status of domestic and foreign research,]the main research contents and structure arrangements of this paper.The second chapter is to introduce the basic knowledge of dispatching relief supplies, and their development at home and abroad.The third chapter describes several typical intelligent algorithms, through comparing the advantages and disadvantages of particle swarm optimization, genetic algorithms and seed optimization algorithms, it shows the use of seed optimization is reasonable and feasible.The fourth chapter establishes mathematical model in order to compare two typical scheduling problems in typical dispatching relief supplies,and use seed optimization to solve problem of more reserves to more emergency.Finally, here is a summary of this paper, and gives direction for future research and research ideas.
