Since 1865,France has become an aging country firstly, Sweden, Norway, Germany, Britain, America and Japan have entered the rank of old-type country. The global aging tendency has deepened and developed increasingly. Now, whether developed or developing countries, are more and more concerned about the aging social security problems, especially the elderly social security, and the elderly medical insurance has become a top priority. The elderly become senile constantly with the immunity decreasing. Once they got disease, most are chronic and serious illness, then increase the healthcare costs. Therefore, the medical needs of the elderly are more than other age groups, and also much more urgent. With the rapid aging tendency, how to protect the elderly medical rights has become a social problem in the new century.Under the aging tendency, this paper referred the successful medical experiences of some western countries, then analysis the current situation and problems of urban elderly people's medical insurance in China, and put forward some policies aiming at providing a new modeling to resolve medical insurance problems for the elderly people in the process of aging population in China.
