Research On The Construction Of Nursing Staff For The Elderly Under The "integration Of Medical And Elderly Care" In Shanghai

With the increasing degree of aging and advanced aging of the society,the population of elderly people who loses the ability of independence and self-care due to illness,senility,accident is growing,which strongly demands a healthiness oriented new social service mode that combines medical treatment and caring.Shanghai began to explore the 'Combine medical treatment with regimen' service mode in 2014 and has been in a leading position nation-wide in terms of infrastructure development,organ operation,service supply or funding.Owing the effort of Shanghai municipal government and related functional departments,Shanghai achieved remarkable results in the new mode in perspectives of service mode,content,implementation and the coverage and extent of benefited masses.However,there are still a certain gap between the achieved and the increasing requirements and standards of the service,and the shifting and turnover of practitioners,which demands further improvement.Further innovation and exploration is needed in meeting the current requirements set for national pilot units.This paper summarizes the the service scope provided by the governance bodies and service providers of the 'Combine medical treatment with regimen' mode and practicing features in Shanghai,also provides dive-in analysis on the service form,acceptance,satisfaction and service demand for new mode.At the same time,field interviews and surveys of three typical practicing zones in the city have been carried out,questionnaires have been designed focusing on the the actual situation of the current nursing staff team and the difficulties encountered,to further discover problems that hinders nursing staff team development under the effect of 'Combine medical treatment with regimen' policy,and to conduct root cause analysis and bottleneck identification in association with the up-lifted entry level of occupational qualification introduced by 'combine medical treatment with regimen'and "Long-term care insurance".The paper raised effective measures towards the facilitation of the development of medical-treatment,nursing and caring staff team in association with the 'Combine medical treatment with regimen' practice as a policy background through studies in perspectives of building comprehensive occupational qualification evaluation framework,optimizing occupational payroll guidance,nurturing social atomsphere,raising social recognition,enhancing the capability and quality of the nursing staff,and increasing the integration into society.Through in-depth analysis of the aforementioned areas,this paper aims to provide policy reference for the city to further promote and improve the 'Combine medical treatment with regimen',development of medical-treatment,nursing and caring staff team and the establishment of a healthiness oriented social service cause for the aging population.
