Studies On The Government Effect Of Environment Construction Of Small And Medium-sized Enterprise

In recent years, small and medium-sized enterprises develop rapidly in China; they are playing a more and more important role in promoting employment, industry upgrading, scientific and technological innovation and social ennomic developing. However, because of imperfect of environment of entrepreneurship, the developing of small and medium-sized enterprises has been hampered, especially the imperfect of environment of social responsibility impedes the developing of small and medium-sized enterprises, meantime, it leads to pollution, violations of human rights, product quality and other social problems. Today, the center government points out that"carry out positive employment policies; take efforts to improve environments of employment and entrepreneurship, consummate policies, service system and training of entrepreneurship". A good environment of entrepreneurship could improve the developing of small and medium-sized enterprises. Building a complete and effect environment of entrepreneurship is the first step of the entrepreneurship of small and medium-sized enterprises.A business entrepreneur from the initial creative idea to create a new organization of all related activities included a number of variables in advance,by the entrepreneur in addition to their own quality and capacity constraints, but also by economic, political, military, cultural, educational,the concept of the natural environment and other external conditions, policy and law environment, market environment, resources and support environmental and other uncertainties that may affect business and business growth.Imperfect business environment can not continue to the birth of new enterprises, in small and medium business environment, the government is playing an active role.Entrepreneurs in creating business process need national policies, financing, business support, entrepreneurial training, market development, business consulting, entrepreneurial atmosphere, and many other aspects of social support and services that rely on the government's efforts to pool community resources,thereby improve the entrepreneurial environment for small and medium enterprises.The main content of this essay is what could the government do to build a good environment of entrepreneurship of small and medium-sized enterprises. This article first analyzes related concepts of small and medium-sized enterprises and environments of entrepreneurship and then summarizes related research in China and foreign countries, combines current situation and problems of environments of entrepreneurship of small and medium-sized enterprises in China, analyzes environments of policy and corporate social responsibility and finds some problems in environments of policy: the standard into the market is too strict; finance support is not enough; public service is insufficient. While there are some problems in environments of corporate social responsibility: the cognitive of corporate social responsibility is not universalized in public; related legal system is not completed. Then, the article analyze the data of business performance,and found with the improvement of construction by the government, the corporation could improve their benefit and the level of CSR. At last, the article suggests the government could reduce the standard into the market; improve policies of entrepreneurship, finance system, social service, propaganda, public service and research of theory and reform the mode of administration in the government.
