The small and medium construction enterprises have become the main body of China's construction industry. The global financial crisis triggered by the U.S. sub-prime crisis once made the real estate industry in our country into the sluggish state, the construction industry, which linked closely with, was also encountered the cold. A series of large-scale investment plans released by our country to promote economic development also provided new opportunities for the construction industry development. In the background of coexistence of challenges and opportunities, strengthening the cultural construction of projects is the fundamental way of the small and medium construction enterprises to improve the core competitiveness and seek survival and development.At present, China's small and medium construction enterprises generally paid insufficient attention to the cultural construction of engineering projects. There are few academic study and papers of cultural construction of small and medium construction enterprises.This paper is in this social background, with a focus on the small and medium construction enterprises, through the study of cultural construction of project, doing an extensive literature review, summarizing the study of culture results in academic fields including construction projects for cultural projects, including describing the project related to culture, the basic theory.This paper is based on these theories, based on the use of in-depth research materials, conducting a comprehensive and systematic analysis towards the "harmonic" cultural construction of project of Hunan Getang Construction Co., Ltd. (hereinafter referred to as Getang Company) in order to summarize the experience and its gap in the cultural construction of project of this company. Since the restructure of in 2001, Getang company has been vigorously strengthen the cultural construction of projects as the core enterprise culture, build with "harmonic" as the core concept of the project cultural system, the system including the spiritual culture "dream the top, create brilliant", the system culture " machines and systems together, powers and responsibilities unit", the behavior culture "people in this practical, employers and employees together", the material culture "cleanliness and standards, harmonic environment, the four kinds of material culture and cultural projects. Getang company has achieved fruitful results in adherence to the "harmonic part" cultural construction project and has accumulated a number of basic experience to draw on. The project manager should be the project leader of cultural construction who should handle the company's cultural identity and cultural similarities with the project, corporate the long-term of culture and the short-term of the project. Taking the "people-oriented", the "harmony" as standards, caring staff, in order to achieve mutual-win situation; focus on team-building, enhance the project construction team cohesion; create a learning organization, pay attention to staff quality improved; stress the art of communication, optimize project management performance; adhere to the service concept "All for the sake of the owners", focusing on shaping a good corporate image. However, in the lattice culture construction, there are still some gaps of Getang company, such as lacking of originality, form-oriented, inadequate perseverance.This paper has summarized China's small and medium construction enterprises and cultural construction projects based on the above-mentioned study, combined with small and medium construction enterprises in China practice, in the hope of giving a basic slightly for other domestic small and medium construction enterprises. First, new ideas, absorb the essence of traditional culture in order to cast the soul of the project of cultural construction; Second, people-oriented, which is the main theme of the project of cultural construction; thirdly, building a learning, innovative team, which is the core objective of the cultural construction of project; last, focusing on image-building, to implement the brand strategy, which is cultural construction of the main strategies for the project.This paper studies apply the corporate management, corporate culture, science and project management and related analysis to explore the theory in order to inspire the domestic small and medium construction enterprises in cultural construction projects. Finding out a way to help the small and medium construction enterprises in a sustained, rapid and healthy development way.
