Study On Construction And Optimiztion Of The Project Group For The Small And Medium Electric Power Construction Company

It is an inevitable trend of small and medium electric power construction company to perform the project group and project manager system. Meanwhile, the construction efficiency can be improved and the safety is ensured, the cost and schedule can be controlled by constructing and optimizing the project group, which is the site management mechanism of electric power construction companies. It is an efficient method to enhance core competence of small and medium electric power construction companies.The research status about the Project Group and Project Manager System of the small and medium electric power construction company is obtained by literature review and data collecting. And the actual construction status is obtained by surveying at the construction site. The opinion about the Project Group and Project Manager System of the owner, designer and other parties involved in the project is obtained by questionnaire survey. Also a critical analysis is conducted via a typical project group of the small and medium electric power construction company.This paper firstly introduces the research status of project organization, then analyzes the status and potential problems of the management method of the small and medium electric power construction company project group. Then carefully analyzes the management method, the headcount, salary incentive and the management scope and responsibility of the project group, the safety, quality, schedule and cost control is also discussed. Finally a critical analysis about HOkV Xuelin substation constructing project is conducted. Through this study, we can see that strong matrix organization structure is suitable for project group of the small and medium electric power construction company, the study also makes clear the post setting, personnel allocation, the scope responsibilities and authority issues. The salary incentive on the administrative staff and construction personnel about transmission construction project group is also put forward based on the safety, quality, schedule and cost management characteristics.
