New Service Development Formalization Evaluation Study

New Service Development (NSD) is an emerging branch with great importance of service innovation theoretical system. Compared to the researches on new product development at home and abroad, researches on NSD have been carried out by fewer domestic scholars.With the rapid development of service industry and fiercer competition of service market, NSD has become an important approach for enterprises to improve their service quality and finally increase their market value. As the concrete manifestation of service innovation, NSD is a process that turns the demand of market into visible service innovation by designers through operational activities in corporations. Beginning with the idea generation, this process generally includes more than a dozen complex procedures and steps, in which the following stage is concept development, and then service design, and ends with full-scale launch of new service. Contrasted with tangible products, the uniqueness of service product makes the process of service development feature with Ad Hoc and low success rate, thus becoming a hot issue in both enterprise managers and scholars at home and aboard. Among the numerous factors that influence the success of NSD, new service development formalization (NSDF) has become the focus by many experts and scholars, which brings about the argument on the "relationship between the degree of NSDF and the success rate of it" in academia. However, the primary problem is how to assess the degree of NSDF, research on which is still blank both at home and abroad.First of all, this paper systematically reviewed and summarized the research results of service innovation, new service development and new service development formalization both at home and aboard. Based on this and combined with the characteristics of service development, this paper innovatively put forward the concept of new service development formalization. On this premise, by looking through a lot of related literatures, communicating with scholars in this fields many times, analyzing and then screening out more than 20 evaluation indicators, the author established the evaluation system of NSDF, and further improved it. Based on fuzzy comprehensive evaluation and this system, by experts'in-depth interviews, questionnaires and other methods, adapting AHP, this paper established the Index Weight in the evaluation system. What's more, the author applied this system in practice, and got a comprehensive evaluation of Shenyang CNC. The end of this paper summarized the deficiency in this study and put forward a prospect for future research.
