Study On The National Territory Plan Administrative System In China

Territory is an important national resource and foundation of demographic, socio-economic development fundamental, purpose of national territory plan is realizing efficient and just utilization of land by the best method. National territory plan has played an irreplaceable role in exploiting land resources, balancing land development, strengthening ecological construction, promoting economic development and improving macro-control. As a countries in transition, facing to WTO and economic globalization, industrial upgrading, living environment improvement, ecological environment protection, resource exploit, it is necessary to re-adjusted china's concept of land planning, land spatial structure and development location, land resource protection, resource allocation mechanisms in order to propose a vision for the future development and to strengthen national territory plan system in China.The study is committed to study of the basic theory on land planning and management, inspection into status of the world's land planning and management system, put forward countermeasures for china's national territory plan management system.Besides the introduction and conclusion, this paper will be divided into three parts:The first part is the second chapter, which analyzed the meaning of national territory plan, the planning hierarchy, concepts and principles of planning and management,and proposed the theoretical basis of planning management mechanism.The second part is divided into chapters III and IV, which analyzed the development of China's national territory plan, specific planning content, principles and methods.also pointed out many problems of China's current planning that has become more urgent and difficult with a series of external environmental constraints.The third part is Chapters V and VI, which put forward Suggestions in accordance with relevant theory and our national conditions, after study on the relevant countries for planning management mechanism experience.The main research results and conclusions are as follows:From the change of our land planning and management system, three major changes can be seen:First, the economic system and political system reform require land planning and management systems to synchronize. The deeper the reform, the more land planning and management system to enhance, the more authority to upgrade, which fully shows that the land planning and management system is an important and indispensable part of administrative functions;Second, the State Council strengthen land planning and management, the primary purpose of reform of land planning and management system is to protect farmland, therefore, protection of arable land is the primary task in land planning; Third, land planning and management system and improve the land legislation is always carried out simultaneously.The problem of china's land planning and management structure as follows:the legal status of national territory plan has not been established, the planning concept and content not adapt to the requirements of sustainable development, national territory plan confused withOther space planning, the confusion of management agency4, regulation of national territory plan is sick, lack of public participation mechanisms.The external conditions for China's national territory plan as follows:globalization and regional economic integration, the environmental impact under climate change, competition and cooperation in urban areas, gloacalization features, information technology and networking, balancing efficiency and equity of distribution of resourcesThe experience from study foreign land planning and management system is:the clear policy objectives, the clear system hierarchy, the legality of planning, the integrity and efficiency of system. The Suggestions to improve national territory plan administration system as follows:the long-term recommendation is forming basic idea of national territory plan, ascertaining a clear and specific land-use policies and objectives, adopting a unified system of spatial planning at national level setting a management organization responsible for national territory plan, providing channels for public participation. the short-term propose is improving the legal system for national territory plan, making public policy planning, focusing on highlight key, upgrading departmental functions, establishing the performance appraisal system of national territory plan, strengthening international exchange and personnel trainingTheoretical significance of this study is:study on the meaning of national territory plan, planning hierarchy, management concepts and principles of planning and, and proposed the theoretical basis for national territory plan management mechanism.
